Job Description

Upstream Solutions Inc. is currently seeking qualified candidates for the position of Senior Project Controls Specialist to join their client in St. John's, NL.

  • Implementation of project controls best practices to support the project management team to execute projects on time, on budget, and to specification.
  • Utilize WorleyParsons WPMP/EMS (and/ Client) WBS & associated CoA to produce cost reports, track & forecast EPC costs and overall work performance.
  • Application of WorleyParsons WPMP/EMS (and/ Client) coding structures, comprehensive scheduling systems & tools capable of providing milestone, summary level, and detailed work schedules for EPC projects
  • Effective and result oriented, interfacing with the PMT and/or departments to perform job efficiently
  • Eight plus (8+) years of progressive experience to include a minimum of three (3) years supervisory experience and five (5) years extensive experience in project planning and scheduling, TIC & services cost management, earned value & risk analysis, cash flows, invoice, performance measurement, and milestones & project auditing.
  • A university degree in business or engineering, or 8+ years related project controls experience on major EPC project
  • Extensive technical and leadership training and project related seminars
  • Must be proficient in Enterprise Primavera (P7, P6.2) Portfolio Management and Primavera Contract Management to advanced level, MS project, and Pert master 8 based risk analysis
  • Certification in Enterprise primavera Portfolio and Contract Management would be an asset
  • Have experience working on major EPCM and / or EPC (LSTK) contracts, in working on projects within the Oil and Gas, Power and industrial sectors
  • Strong knowledge of, and the interrelationship of a good technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up
  • Working experience with scheduling and cost control softwares; able to put activities in schedules, assign resources, identify critical paths, and do analysis on how long it will take to accomplish the project
  • Working knowledge of “three-point estimating” and confidence levels of estimates (for cost and duration) based on the value of SIGMA (Standard Deviation) Concept
  • Capable of developing and maintaining control budget (TIC & Services), and forecast EPC scopes of work
  • Capable of managing impact of change & trends, CPI / SPI / MPI
  • Understanding of financial interface for expenditures, revenue recognition, invoicing, cash flow / cash calls
  • Working knowledge of Risk Management systems and tools for costs and schedule
  • Possess extensive experience in progress measurements and progress reporting for engineering, procurement and construction
  • Working knowledge of Earned Value Measurement (EVM – ANSI EIA-748B) in engineering, procurement & construction
  • Full understanding of cross-functional interfaces with engineering, procurement – materials & sub-contracts, construction, safety, quality, finance/accounting, and document control
  • Ability to work well as an integral part of a large project team that includes the customer, engineering disciplines, construction management team, and 3rd party suppliers
  • Effective analytical and problem-solving skills
  • Effective communication skills both verbally and in writing
  • Strong work ethic, produces accurate and credible deliverables, meet deadlines

Based on local regulations (Atlantic Accord) first consideration will be given to qualified Newfoundland and Labrador residents (those currently residing in province).  Those outside theprovince,wishing to repatriate, will be considered a strong second in priority.
