Job Description
Upstream Solutions Inc. is currently seeking qualified candidates for the position of Quality & Certification Specialist based in St. John's, NL.
GENERAL OVERVIEW
-
Under the direction of the HSEQ Lead, the Quality & Certification Specialist maintains and improves the quality management program and certification process for project development.
-
The Specialist provides support services to Project Engineering and Management as well as Contract Sponsors on project quality / certification related processes.
-
The position also provides technical support and investigation services in the event of a non-conformance or other significant quality or certification event.
-
The Quality & Certification Specialist provide quality and certification expertise to support the successful execution of the proposed development opportunities and resulting projects.
RESPONSIBILITIES
-
Develop & implement the Project Quality Management System;
-
Develop and manage the certification & verification plan for White Rose Expansion Project (WREP);
-
Develop a project audit schedule & ensure the successful implementation of the audit program, and conduct audits when requested;
-
Monitor and report on contractor quality requirements and review contractor evaluations for performance and compliance;
-
Monitor Certifying Authority performance in implementation certification and verification functions to satisfaction;
-
Monitor the performance of design reviews and execution of inspection & test plans for fabrication and manufacturing activities;
-
Monitor and facilitate the administration internal & external NCRs;
-
Liaise with project teams on quality aspects of regulatory and standards requirements for design, fabrication, construction and installation;

Manage the preparation & submission of RQFs
QUALIFICATIONS
i. Required
-
Post Secondary education in engineering, science and/or business management or equivalent experience, engineering certification is considered preferable;
-
Minimum 10 years experience in the development and implementation of quality management systems;
-
Minimum 8 years experience in managing and coordinating regulatory certification and verification processes specific to the C-NLOPB regulatory and certification requirements;
-
Experience in working with certification bodies for large offshore oil and gas projects;
-
Experience with application and implementation of ISO9001 QMS;
-
Experience as a lead auditor;

Excellent computer skills and proficiency with Microsoft Office applications;
-
Ability to work independently to ensure that critical quality and certification matters are resolved to satisfaction;

Excellent written/verbal communication skills and the ability to present to large groups;
-
Self motivated to ensure the timely completion of project and operational requirements;
-
Ability to work well with others in a cross-functional environment;
-
Required to travel.
ii. Asset
-
Development and implementation of management systems for offshore oil and gas projects 7 – 10 years;
-
Experience as a member of a major project management team in the offshore oil and gas industry 5-7;
-
Ability to work with engineering personnel on technical level to ensure project execution;
-
Experience writing and implementing procedural documentation in the oil and gas industry – 7 years Competency in application of project software, flow charting logic and the use of software (MS Visio)
-
Willing to travel to support project quality and certification requirements.
