Job Description

Upstream Solutions Inc is currently seeking qualified candidates for the position of Site HSE Advisor located in St. John's, NL.

GENERAL OVERVIEW
  • The HSE Advisor reports to the HSE Lead and facilitates the development and execution of Health, Safety and Environment processes (HSE) for project worksites.
  • The HSE Advisor will provide expertise to support the safe and successful execution of project activities.
  • This role interfaces with project contractors during all project phases and may supervise HSE Coordinators/Advisors at project worksites onshore and offshore.
  • This role also liaises with regulatory and other stakeholders on health, safety and environmental matters.
RESPONSIBILITY
  • Steward the implementation of the Project HSE Management System
  • Maintain documentation and provide the necessary reports required for HSE related activities
  • Work with contractors to ensure effective case management of all events.
  • Assist in the development and execution of project HSE plans to ensure that HSE issues stemming from construction activities are effectively managed
  • Monitor compliance with approved programs or codes of practices, including but not limited to : PPE, respiratory protection; confined space entry; safe work permits; and work observations
  • Develop and / or distribute selected HSE bulletins, posters, rules and promote toolbox meetings and safety awareness
  • Monitor action plans and assist assigned project personnel in taking corrective action whenever a deficiency has been identified
  • Coordinate/Support the implementation of the BBS observation process and provide feedback to HSE lead and project management team
  • Maintain an adequate working knowledge of current regulations, codes and industry practices
  • Deliver HSE Orientation and other project HSE training as requested
  • Compile statistical analysis data and performance reports to track/trend contractors project HSE performance
  • Manage & coordinate the HSE requirements for work authorizations & site work
  • Manage the HSE interface requirements for fabrication and construction activities
  • Perform HSE audits & inspections as per audit schedule and as required
  • Facilitate incident reporting & investigations
  • Conduct/participate in project risk assessments
  • Participate in project safety and toolbox meetings
  • Review environmental plans and monitor implementation
  • Oversee emergency response & security planning for project requirements
  • Identify and coordinate HSE improvement opportunities, including regulatory compliance, audits, inspections and matters relating to health and hygiene.
  • Apprise Husky management on significant project related health and safety issues.
  • Responsible for ensuring project teams have adequate HSE support.
QUALIFICATIONS
i. Required
  • Minimum 5 years experience as a HSE Advisor supporting offshore oil and gas project development work as well experience as a HSE Advisor for large construction site work.
  • May be required to travel offshore for position, therefore must successfully complete the medical assessment and required training for offshore.
ii. Asset
  • Completion of a bachelor degree in a relevant field such as Science, Kinesiology, Ergonomics or Industrial Hygiene would be considered an asset.
  • Professional safety designation such as CRSP would be considered an asset.
  • Completion of a post graduate program in a relevant field would be considered an asset.
  • Desire and ability to maintain professional competence through continued education and training development would be an asset.
OTHER POSITION REQUIREMENTS & COMMENTS
  • Possess the technical ability to asses HSE matters and resolve HSE issues
  • Ability to conduct incident investigations and root cause analysis.
  • Ability to work well with others and show leadership where necessary.
  • Ability to travel and accommodate / support project HSE deliverables impacted by changing project schedules and timelines.
  • Self motivated to ensure the timely completion of project requirements.
  • Possess excellent computer skills and proficient with Microsoft Office applications (Word, Excel, and PowerPoint).
  • Have excellent facilitation, written and verbal communication skills, including the ability to present to large groups.
  • Ability to conduct audits of suppliers and contractors to various management system standards (ISM, ISO 9000 series, ISO 14000 series, etc.).
