Job Description

Upstream Solutions Inc (USI) is currently seeking applications for the position of (0113) Topside Site Safety Advisor in connection with the development of the Hebron Project, one of Newfoundland and Labrador's premier Oil and Gas Projects.

  • Provide safety, security, health and environmental support to the site leadership teams (Engineering, Procurement, and Construction (EPC) Contractor's organization), along with, support to EPC SSHE teams. 
  • Ensure establishment and proper implementation of work processes at the Topsides site as stipulated in the Hebron Project Safety & Security Plans, as well as the Contract Coordination Procedures and EMDC Policy.
  • Evaluate / monitor / support implementation of Contractor’s SSHE and emergency response management systems.
  • Monitor, investigate, identify, and resolve site level SSH&E issues, evaluate metrics, and provide weekly / monthly reports to responsible line management, Project Team SSH&E Team, and Function, as required.
  • Mentor and work with company and contractor’s site management and Safety, Security, Health, and Environment (SSH&E) organizations to implement Bull Arm safety programs.
  • Advise site (Bull Arm) Project Team (company, contractor, and subcontractors) of company, contractor, and local authorities’ safety requirements, regulations, expectations, and best practices, specifically supporting the site team in meeting NL OH&S Act and Accompanying regulations.
  • Participate in and Critique TBT’s, JHA’s, FLHA’s and other site safety tools
  • Participate in Site safety walks and inspections
  • Facilitate and advise contractor and subcontractors to establish, communicate, and implement safety expectations and initiatives; monitor and support execution with contractor’s safety policy, rules, and procedures; and monitor conformance with project and site safety execution plans and implement improvements where appropriate.
  • Promote safety awareness and safe performance among Hebron Project Team members, including consultants and contractor personnel.
  • Identify and work to eliminate site hazards, unsafe conditions, and unsafe acts; work with company, contractor, and subcontractor management toward achieving an injury-free work place.
  • Keep site management apprised of significant safety issues and plans / progress toward resolving issues and eliminating hazards.
  • Assist in implementation of systematic safety processes to assure compliance with the Project Safety Management System (PSMS) requirements.
  • Review and analyze data on safety initiatives and performance for reporting to project and functional management.
  • Identify and assist with prioritization of opportunities for site safety process improvements.
  • Conduct periodic safety inspections / assessments onsite and at key offsite subcontractor locations in accordance with established project and site safety plans or as requested by Project Team members.
  • Assist in health inspections, as requested by Medicine and Occupational Health (MOH)
  • Verify implementation of the EPC contractor's site SSH&E Plan as endorsed by ExxonMobil (EM) project management.
  • Organize and coordinate SSH&E training program.
  • Develop expectations for project management systems for safety-related activities.
  • Communicate and coordinate guidelines for ExxonMobil SSH&E awareness, recognition, and incentive programs.
  • Provide assistance to and participate in risk assessment and studies as defined in the Project's SSH&E Plan.
  • Provide regular feedback to the Project Site Safety Advisor.
  • Provide assistance and support to the contractor in organizing and running incident investigations and follow-up of incidents, including development of remedial action plans.
  • Assist in the preparation of notifications / reports for communication of significant incidents to company project / functional management as per ExxonMobil’s incident reporting procedures and matrix.
  • Review and / or critique incident and investigation notifications and reports.
  • Provide support for training, drills, and other matters related to emergency preparedness and response.
  • Collect and share lessons learned between site and outside organizations where appropriate.
  • Encourage heightened SSH&E awareness and behavior throughout the Bull Arm site and the Hebron Project.
  • Monitor work processes to ensure compliance with the site work permit systems (CSE, Isolations, Working at Heights, etc) and area / system responsibilities.
  • Collect and report security and health metrics to the Bull Arm site management, SSH&E Function and Project Site Safety Advisor.
  • Provide other services by the SSH&E Function, Project Leadership Team, and / or (Senior) Project Safety Advisor as requested.
  • Liaise and coordinate with KKC on site wide safety issues, using teamwork skills to build concensus
  • Provide coaching and mentoring to EPC and Subcontractor teams, specifically related to skills in approaching others on SSHE topics, engaging others in SSHE discussions (tool box talks for example) and active listening of safety concerns.
  • Provide technical expertise in solving of SSH issues at site, engaging KKC, WP and EM experts as necessary
  • Prefer college level education or equivalent.
  • Minimum 10 years relevant industry experience including strong marine SSH&E background.
  • Must have completed the Maritime Security Officer training in accordance with the International Ship and Port Security (ISPS) Code.
  • Knowledge of security processes and procedures.
  • Prefer demonstrated work experience in construction safety-related positions (including some prior oil & gas experience).
  • Proficient in use of computers and programs such as PowerPoint, Excel, Word and Lotus Notes.
  • Must be willing to locate to Bull Arm, NL.
  • Ability to set priorities and work independently in performing contractor services with an appreciation for ExxonMobil processes and procedures.
  • Demonstrated ability (through past project successes) to deliver excellence in project SSH&E performance.
  • Demonstrated ability to develop successful internal and external working relationships with emphasis on interfacing in a team environment.
  • Must be fit for duty for a construction field environment.
Based on local regulations (Atlantic Accord) first consideration will be given to qualified Newfoundland and Labrador residents (those currently residing in province).  Those outside the province, wishing to repatriate, will be considered a strong second in priority.
